AWE worked with the MVSD at their Wastewater Treatment Plant, which provides secondary treatment of wastewater for part of the City of Martinez and surrounding unincorporated areas before discharging to Moorhen Marsh. AWE assisted MVSD with the Moorhen Marsh Western Pond Turtle Enhancement Project, which sought to implement long-overdue maintenance and environmental enhancement by improving habitat diversity, and native plantings, manage Moorhen Marsh as an educational and recreational facility, replace water controls structures, restore eroding levees, and perform necessary maintenance.
AWE performed various services for MVSD for Moorhen Marsh. These services included sensitive species database searches (California Natural Diversity Database, USFWS, California Native Plant Society, National Marine Fisheries Service), a Delineation of Waters of the U.S. (wetland delineation) to map wetlands and waterbodies in the Project area, and permit packages (Clean Water Act [CWA] 401, CWA 404, CDFW 1600). AWE carried out a request of concurrence from the USACE that the Project qualified for NWP 3 – Maintenance, a cultural resources study to support California Environmental Quality Act (CEQA) and the UASCE requirement under Section 106 of the National Historic Preservation Act, and provided CEQA compliance in support of the project (e.g., prepared an Initial Study/Mitigated Negative Declaration [IS/MND]). Further, AWE coordinated with the many agencies involved (Corps, RWQCB, CDFW).
